This is the first dirty trick of Tweed. Tweed was the leader of numerous New York politicians, a corrupt group recognized as a "ring" - this group took control of city finances. They embittered the administration out of millions of dollars. In 1868, the ring organized the mayor of New York City, the presenter of the state meeting, and the state’s governor.
In 1869, the group decided that all bills and notices sent to New York City and the county would be doubled, with the additional money going into their sacks. Later the share got even bigger. But because the city did not like whole liberty from state control, Tweed had a new city contract printed. It seemed to shorten city government, therefore winning the funding of many noticeable New Yorkers as a beneficial reform. Its real purpose, though, was to grow Tammany control over the city government. Tweed come to be the state legislature to authorize the charter.
By favoring the building of the Brooklyn Bridge, Tweed collected in stock $40,000. The millions they received was divided in five ways. The four went to Tweed and three friends. The final share was used to allocate among lesser politicians.
