Explain loose construction

A broad interpretation of a statue or document by a court

So im putting this into my own words. Yes I know you posted this in 2018, it is now 2019. But i would still give the answer. A loose construction is when the government see's that something is in the consitution but they still change something or interpret something that has nothing to do with the "law" in the constitution.
