Explanation:
At that time, European people do not have the freedom of speech like they do today.
Every time a certain person speak out against the current ruling classes, the ruling classes felt threatened that they managed to convince a lot of people and overturn them.
Because of this, many of those political opposition were exiled to another territory (usually far away from populated cities). Guiana is one of the spot that French used to exile such political prisoners.
