The right answer is James K Polk (President of America), whose message to the congress stated that Mexico had passed the boundary of the United States, has invaded our territory and shed American blood on American soil.

James K Polk was elected the U. S President on a platform of expansionism who supervised the highest territorial extension of the United States. In 1846, he directed the commander of the army in Texas to lead his troops in the disputed lands between the two rivers Rio Grande and Nueces. A few months later, He sent a mission under the leadership of John Slidell (a congressman) to Mexico to buy the disputed territory along the Texas - Mexican frontier. Following the failure of the mission Polk in 1846, He managed to use the news of the encounter inside the disputed area between the forces of Taylor and Mexican's, to achieve the support of Congress for its declaration of war against Mexico.
