What are two reasons why black schools during Reconstruction were not of the same quality as white schools?

The two reasons why black schools during Reconstruction were not of the same quality as white schools were because it was hard to run two parallel schools financially and secondly the whites did not want the blacks to be as educated as they were. These were the two major hurdles for the black schools to be equivalent to the white schools.
