    Lincoln was the tool to reconnect the North and South of the US, there was a ten percent plan for the south in order for them to be allowed back in the Union once ten percent of their legal voters swore their allegiance to the US, Johnson was a firm believer that African Americans held no place in reconstruction and that he granted free hand as well as local affairs, and finally the North decided to turn on Johnson because of how he chose to deal with the southern states government.
