    The correct answer is B.

The Kellog-Briand Pact (also called Pact of Paris) was signed on August 27, 1928. It was an international agreement attempting to eliminate war as an instrument of national policy. The agreement was first signed by Germany, France and the United States, with many countries following later on. It is named after its authors, United States Secretary of State Frank B. Kellog and the French foreign minister Aristide Briand.

The agreement was basically an agreement to settle all international disputes by peaceful means. The pact would not, however, prohibit wars of self defense or certain military obligations. This is why it is had not been a great success and was even rendered completely ineffective by many.
