    The framers of the Constitution prepared the Congressional structure because they wanted to protect the rights of the states as well as strengthen the national government at the same time.

    Explanation:

    The purpose behind making two chambers for the functioning of the administration was to consider at all times the importance of the participation of states in the national government. The framers of the Constitution wanted the states to be assured of their significance and hence, they made sure that the states would get double representation - on the basis of population in the House of Representatives, and on the basis of equality in the Senate.
