Which best states a difference between voting in the US and in other countries?

In some countries, citizens do not care enough to vote.

In some countries, citizens do not have the right to vote.

In some countries, citizens vote for communist leaders.

In some countries, citizens vote for monarchs.

    But ... does the US have a 100% frequency? I don't think so ...

    I think this is the best option. Even though in many countries people have the right to vote for local representatives, such as in Saudi Arabia, which many people don't know of.

    well, this is partially true, but in that case, there isn't much choice (for example the list of candidates has only one person!)

    - there were some elective monarchs in the past, but I know of none now. false
