Louis XVI was an unpopular ruler because he did not support government reforms.

In the Estates General assembly of 1789, the Third Estate (the commoners), which was not granted the vote per person requested, proclaimed itself National Assembly, swearing not to dissolve until a Constitution to France was gived. The king yielded to the Assembly, being forced later to move to the Parisian Palace of the Tuileries. Due to his disagreement with the laws and reforms (such as the confiscation of Church property and the Civil Constitution of the Clergy), and seeing how low his authority had been, he adopted a double attitude, pretending in public to agree with the Assembly, and conspiring in private against it, to eliminate the revolutionaries from power. The king decided to escape to join an army loyal to him, but was arrested in Varennes-en-Argonne, taken back to Paris and suspended from his duties. Despite the fact that there was a republican movement that demanded the king to be punished, the monarch signed the Constitution of 1791 and was reinstated in his functions. In an assault on the Tuileries, on August 10 he was arrested (arrest motivated by his refusal to send soldiers to fight against Austria and Prussia), placed at the disposal of the National Convention (replacing the constitutional Legislative Assembly) and prosecuted. He was killed on January 21, 1793.
