Washington created the presidential cabinet because the Constitution requires the president to have a cabinet. Congress asked Washington to create a cabinet. He wanted to put members of his political party in positions of power. He wanted advice from the heads of his executive departments.

    The tradition of setting up a cabinet grew during the debates of the Constitutional Convention of 1787, which discussed whether the president should exercise executive power alone or collaboratively with a council of ministers. As a result of the debates, the Constitution of the United States (Article II, Section I, Clause 1) invests "all executive power" in the figure of the president and authorizes - without forcing it - to "request the opinion, in writing, of the head of each one of the secretariats of the Executive on matters related to their respective attributions".

    George Washington, the first American president, organized his chief officers in the form of cabinet, and had his model traditionally followed by all presidents. Washington's goal was for the Cabinet to receive advice from the heads of its executive departments.
