    A tyranny is a government that is under an oppressive, unreasonable and even cruel government or rule. Based on this we can say that A and D are not the answers, if the government is oppressing the people stability is not likely to increase as well as liberal reforms are not likely to increase. As such the answer is C, rebellion.
