Which two south american countries have the energy resources to meet their needs?

Brazil and Venezuela.

Brazil has sugar cane they use for alcohol and mix it with petroleum. They export both and balance depending on world oil prices.

Venezuela exported oil to the US during katrina hurricane and have no trouble supporting their domestic needs.
