    US President Abraham Lincoln issued the "Emancipation Proclamation" on September 22, 1862. Lincoln was waiting for a great Union battle victory to announce the proclamation. It was after the victory in the Battle of Antietam of September 1862, in Sharpsburg, Maryland.
