The correct answer is B) women.

At statehood, women were not permitted to vote by the Oklahoma Constitution.

The state of Oklahoma finally could ratify its Constitution in November 1907. Oklahoma was the 46th state to enter the Union. Everything started with the Sequoyah Convention of 1902 in Eufaula, in what then was the Indian Territory. Members of the Five Tribes attended: Creek, Cherokee, Choctaw, Seminole, and Chickasaw. During the Constitutional Convention of 1906, Democratic delegates opposed allowing women to vote.
