    The ratification of the federal Constitution of 1787 preclude the emergence of political factions. The political struggle between the Federalist and Anti-Federalist increase as the Federalists merged with those commercial sector of the country, which wanted a strong central government while the Anti-Federalists drew their strength from those favoring an agrarian society and promoted states' rights instead of centralized power.
