Procedures are closely followed and debates are limited. Debates are nearly unlimited in the senate and they are not under pressure to move swiftly on issues

    Explanation:

The house of Representative, known as the lower house of the United States congress has 435 members, who are elected for a two year term in office and are also subject to re-election. Due to the short nature of their term in office, they tend to respond to issues faster. The number of representative from each state is dependent on the population of the citizens in that area. States with more people would have more representative.

Two senators emerge from each state for a term of six years in office. They have more time to deal with issues with long-term effects of the law and entertain unlimited debates. They are the upper house of the United States congress, with a total number of 100 members.
