M (In my state at any case) IN this case the neighbor can call the Police and a Police Officer can arrive and fine the individual up to 500 USD or just give out a warning. Another public order crime would be littering. It depends on where a person litters as well since for example littering on the Highway or Freeway is a 10,000 USD fine. Lastly fighting in a public area is a crime in which the people fighting could be detained and fined by the police for Disturbing the Peace of the city.
