    No, we are not free to obtain and copy a government document.

    Explanation:

    A government data refers to a work arranged by an official or worker of the government as a feature of that individual's authentic work duties. To access each and every data pertaining to government, authentication is required.

    The copy or access a particular government document, the government must provide access to it. Without out such permission we can just see the document but cannot copy or edit it.
