Although the name is compound, and this makes it sound like we are talking about two different laws, the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 is a single act that addresses two subjects: immigration reform and immigrant responsibility.

The act was passed on September 30, 1996 as a response to the growing undocumented immigrant population in the United States. This act brought several important changes. It expanded the definition of aggravated felony. It also eliminated due process in many removal cases, mandated detention to many of those facing deportation and made asylum a lot more difficult to get.
