Why dose a police officer use spikes during a pursuit?

To pop the tires
Explanation:
During a pursuit, if officers cant stop the chase they go to extreme measures and throw spikes to pop the tires of the assailant's car stopping or slowing their vehicle.

If the officers can't catch the car they will use spikes to slow the car down
