    For perpendicular lines, m2 = - 1/m1 = - 1 / (-2/3) = 3/2 [m1 = - 2/3]

    Required equation is y - 3 = 3/2 (x + 12) = > y - 3 = 3/2 x + 18 = > y = 3/2 x + 21
