14.5% is not equivilent to 14.5 because 14.5% is a part of the whole 1 or 100%. 14.5 is greater than one so that is incorrect.
To find the equivilent you divide the percent by 100 since it is part of 100 and it is a fraction of 14.5/100.
14.5/100 is 0.145 which is the equivilent.
