Each digit of a number has its own value which represents a value of its own. For adjacent digits, their values differ by 10 times. These are called place values. From the rightmost digit going to the left, the order of the place values start from ones, tens, hundreds, thousands, ten thousands, hundred thousands, millions, ten millions, hundred millions, and so on and so forth.

First, look at the hundreds digit, which is the 3rd digit from the right. Make sure it is an even number (2,4,6,8,10 ...). Then, look at the tens position which is the 2nd digit from the right. Make sure it is an odd number (1, 3, 5, 7, 9 ...). The answer would be D. 2,250.
