Simple, to make fractions a decimal all you do is divide the numerator by the denominator. In this case we have 7/10, 7 is the numerator and 10 is the denominator. 7:10=0.7, So, 7/10 in decimal form is 0.7

the 7 is in the tenths place value. if you look at a place value chart on the website (including decimals) then you should be able to understand better
