    60% of the total people at the mall shopped for clothes ... that means 40% of the people didn't shop for clothes. And there were 2500 people who didn't shop for clothes.

    so 40% of the total amount of people is 2500

    0.40x = 2500

    x = 2500/0.40

    x = 6250 total people

    check ...

    shop for clothes ... 60% of 6250 = 0.6 (6250) = 3750

    did not shop for clothes ... 40% of 6250 = 0.4 (6250) = 2500

    total people = 3750 + 2500 = 6250 (correct)
