    Tes, because acceleration is how fast it is speeding up, the average speed isn't being given because tornados don't last more than a few miles, and instantaneous speed gives current velocity in a certain direction at a certain time, therefore it would be anytime, including 3 minutes ago, meaning velocity, the current speed, is correct.
