    I would do this by setting up a proportion:

    3.5 = 4.9

    20 x

    now solve it by cross mulitiplying

    3.5x=20*4.9

    3.5x=98

    x=28

    The answer is 28 kilometers.

    27.93km

    20km/3.5" = 5.71

    5.71 X 4.9" = 27.93
