To find that divide 3 1/2 by 2/3

    3.5 / (2/3) = 21/4 or 5.25

So to fix the whole can, you use 21/4 or 5.25 of 2/3

If you are finding how many times 2/3 will go into 3 1/2, you first need to convert 3 1/2 to an improper fraction 3 1/2 = 7/2 ... now 7/2 divided by 2/3 is the same as taking 7/2 * 3/2 = 21/4 21 divided by 4 is 5 1/4. I assume they are looking for a whole number amount so the answer should be that you can do it 5 times.
