x - 1, 2, 3, 4

y - 3, 4, 5, 6

    y and x are not proportional. If you divide y with x, you will get different unit rates.

    3 divided by 1 = 3

    4 divided by 2 = 2

    5 divided by 3 = 1.666666666

    6 divided by 4 = 1.5

    So no, y and x are not proportional because of their unit rates.
