    5x + 2y = 14

    2y = - 5x + 14

    y = - 5/2 x + 7; slope m = - 5/2

    y = - 5x + 9; slope m = - 5.

    Parallel lines slopes are equal and perpendicular slopes are opposite and reciprocal.

    So both lines are neither parallel nor perpendicular
