    L = 15, W = 8

    Step-by-step explanation:

    Perimeter = 2 (L + W)

    P = 40

    L = 2W - 1

    40 = 2 ((2W-1) + W)

    40 = 4W - 2 + 2W

    40 = 6W - 2

    42 = 6W

    W = 8

    Since L = 2W - 1

    L = 2 (8) - 1

    L = 15
