What's the relationship between 0.04 and 0.004?

    0.04 Times. 100 is 0.004. You’re just moving the 4 over a place value (from hundredths place to thousandths place). Notice that if you did 0.04 times 100 you would get 4. Essentially you’re just moving the 4 to different places and adding zeros.
