10.75 is a rational number because it does not have a repeating decimal.

10.75 is a rational number. Although it is a decimal so the 'can be made into a fraction with two whole numbers' thing may not seem to apply to this number it actually does because 75 can divide evenly into 5, therefore i can be reduced down into a whole number : - )
