What you want to do first is bring the x value to the other side of the equal sign.
-3y = 4 - 2x
Then divide by - 3
y = - 4/3 + 2/3x
Rearrange to make it "proper".
y = 2/3x - 4/3
That's your final answer.

Subtract 2x from each side: - 3y = - 2x + 4
Divide each side by 3 : - y = - 2/3 x + 4/3
Multiply each side by - 1 : y = 2/3 x - 4/3
