If you mean the numerals (1, 2, 3, etc.), then the answer would be the Arabic language, as our numbers originated in Saudi Arabia. If you mean the values of the numbers, then your looking at ancient times, in late Mesopotamia and Greece. A numerical order was established to keep track of food surplus, population, and other things.
