    The slope m = 2/3.

    Any perpendicular line to the above will have a slope m = - 3/2.

    (or in short the opposite reciprocal. Or in other terms, the product of both slope should be - 1)

    It is going to be the opposite so since our slope is 2/3 it is going to be - 3/2
