There are 142 total employees

in order to avoid violations, 85% of the total employees have to complete it.

0.85 (142) = 120.7 ... gonna have to round to 121 people who have to take it.

and if 91 have already taken it, that leaves (121 - 91) = 30 < = = so 30 more people have to take it to avoid a violation
