A cold wave gripped much of the United States during the first week of February 1996. The lowest temperatures in four Ohio cities those weeks were: Cleveland - 10 degrees F; Columbus - 3 degrees F; Toledo - 8 degrees F; Cincinnati - 11 degrees F. What was the average lowest temperature for these cities?
