    If a line is perpendicular to - 2x, the slope has the opposite reciprocal. In this case, the opposite reciprocal of - 2x is 1/2x. Then you plug in the coordinates in the y = mx + b format:

    5 = 1/2 (-2) + b

    Then you solve for b and you should get b = 6
