    Length = 17, Width = 6

    Step-by-step explanation:

    Let the length be L and width be W.

    L = 3W - 1, and,

    2 (L + W) = 46 = > L+W = 23 = > L = 23 - W, putting this into L = 3W - 1

    23 - W = 3W - 1

    24 = 4W

    W = 6

    therefore, L = 23 - W = 17
