Honestly i dont think so because in 2x/3 its 2 times x divided by 3 while in the other problem you divide 2/3 then multiply the answer by x! So even though that may work sometimes always double check!

the best way to understand is putting a number in place of x and seeing if they are equal to eachother so just to make it simple i'll make x=6

    so your first equation is 2 (6) / 3 = 12/3=4 now the other equation would be (2/3) 6 = 6

i actually solved it putting 2 in place of x and got the same answer for both so i think they're the same
