    In the linear format of y=ax+b, b is the y-intercept hence it is 9.

    y=ax+9

    Then insert (-4,0) which would then be

    0=-4a+9

    -9=-4a

    9/4=a

    Thus the answer is y=9/4x+9 which can also be described as 9/4x-y=-9
