No because the ratio for the raisins is 3 three times more and uses one more cup of flour for the flour part

No, he did not. In the recipe, you are supposed to use two cups of flour for every one cup of raisins. The ratio is 1:2. So if he used 2 cups of raisins, then he needs to use four cups of flour.
