28/30 half each side of the fraction as a start, = 14/15, each number can be simplified further, but they both need to be simplified by the same number and they can't so therefore this is as far as it can be simplified.

28/30 can be reduced to 14/15 as their GCF = 2
28/2 = 14
30/2 = 15
