    4x+.5y=z

    4x+5/10y=z

    4x+1/2y=z

    4x+y/2=z

    2 (4x) + y/2=z

    2*4x+y/2=z

    8x+y/2=z

    y=2z-8x

    2z-8x = 2 (z-4x)

    So the answer is B. y = 2 (z - 4x)
