There are 4 jacks and 4 eights so with replacement:

    P (Jand8) = (1/13) ^2=1/169

Their are 4 Jacks in a set of 52 cards so the probability to get a jack = 4/52=1/13 same for the eights

The cards was replaced then the total number of card is still 52. Now after selecting a Jack, you want to select an eight.

This is a conditional probability select a jack AND select an eight

    P (Jack AND eight) = 1/13 x 1/13 - 1/169 = 0.006 or 0.6%
