For this problem, you simply have to plug in a and b into your equation. By this I mean that you have to replace a and b in the first equation with what they tell you. Since a=6.4 and b=0.08, you just have to change the first equation to 6.4:0.08. You can then solve it out and you will end up getting an answer of 80.
