Well, i would first go about simplifying the fraction to show this. So, divide the top and bottom of the fraction by 4 (Since 4 is a factor of both numbers)
You end up with 1/4
If you get a calculator and divide 1 by 4, you will get. 25
You can think of it like quarters as well, 4 quarters make a dollar. If you have 1, you have. 25 cents, or. 25 of a dollar.

4/16 is simplified to 1/4 because both the denominator and numerator is divided by 4. 1/4 = 0.25 because you divide the numerator by the denominator to find the decimal.
