Are the ratios 5:3 and 15:12 equivalent?

We can rewrite them as 5/3 = 5•3/3•3 = 15/9
15/9 does not equal 15/12;
so the ratios are not equivalent because the fraction 5/3 is not equivalent with the fraction 15/12
